Include a bugfix for GCC 4.4

A few extra libs built when fontconfig is around.

Bump all spec releases for mass rebuild to mingw32-gcc 4.4

These packages have been moved into Fedora.

These can build with mingw32-filesystem in F-10, provided that the
C++ compiler is not installed which we try to compile them.  So
reduce mingw32-filesystem min version to 40.

Need to BR the C++ compiler.

Added XQilla 2.2.0.

Re-enable bandwidth throttling.

Don't rewrite prefix/lib paths as prefix/lib64 for mingw
