test-tool: Add a 'run-test-tool-locally' script.

This can be used to run the test tool without installing it.
It sets the environment variables and command line arguments
up correctly to run the tool from the build directory.
test-tool/run-test-tool-locally [new file with mode: 0755] blob
[MOVED TO GITHUB] library for accessing and modifying guest disk images
