perl: Rerun configure if MAX_PROC_NR changes.

If MAX_PROC_NR changes (because a new API has been added to the
generator) then we need to rerun configure in order to set the
Makefile's ${MAX_PROC_NR} variable, in order to rebuild Makefile.PL.
