Remove obsolete packages for OCaml 5.0

Remove the following:
 - ocaml-ancient
 - ocaml-charinfo-width
 - ocaml-cil
 - ocaml-lwt-log
 - ocaml-migrate-parsetree
 - ocaml-mmap
 - ocaml-seq
 - ocaml-tplib

Also update the side tag name and commit message in preparation
for the build.
